harbour The Santa Barbara Harbor Patrol and Santa Barbara Fire Department responded to reports to a person in the water off of Stearns Wharf on Saturday, September 8, 2012, just after noon. The person appeared to be in trouble. Two bystanders on the pier jumped in the water to assist until emergency personnel arrived.
