Costa Rica officials raise new flag on old boats

Costa Rican military officials in Baltimore on Tuesday raised their country’s flag on a refurbished ex-U.S. Coast Guard patrol boat, one of two outdated vessels the U.S. is donating to the Central American nation to help fight drug and human trafficking.
