Given the fact that we’ve got lots of historical data regarding the cycles of wet and dry weather and the associated consequences, there’s no reason to be caught off guard, or unprepared, and yet that happens all the time. Why is that? Is it just human nature to put off what needs to be done, and then act surprised at the outcome? We can and should do better as a society, and so should our government agencies. Time to stop accepting less.
